Foreword

When I went to school, many years ago, we were taught history and geography, and we were taught these subjects with great thoroughness. We were taught by teachers who loved our Republic and believed in discipline. Today they are called Educators. These Educators have abolished History and Geography as distinct subjects and have invented a thing called "Social Sciences." This course of study has been created by taking a little history, and a little geography, and strengthening it with a strong dose of socialism. In New York, I understand that the "Educators" have now abandoned the discredited title of "Social Sciences," and watered down history and geography even more by calling the new course "Citizenship Education."

When I was young, we were taught some wonderful historical stories, some of which were completely factual, and some of which were facts clothed in fiction. These stories made a lasting impression on most of us. We were told, of the fine deeds of our forebears. The authors of our histories taught us that most Americans were pretty good people, and encouraged us to strive to live up to the best deeds of the heroic figures who had led the country through various crises.

When I was a boy one story in Dutch history greatly impressed me. It told of a little Dutch boy who walking along a dike in Holland discovered a leak. A small stream of water trickled through from the ocean into the fertile lowlands of Holland which lay below the ocean level. Though young, he was a loyal Dutch boy and knew, if left to trickle, the small stream would grow into a larger one and would eventually tear down the whole dike and let the salt water inundate his country. Even though he had not studied "Social Sciences," or "Citizenship Education," he knew how and why the dikes were built. He knew what would happen if small streams of water were allowed to flow through the dikes and how they would grow into torrents and tear the dikes down. He had read and understood Dutch history, and knew the importance of the dikes. He knew that an hour or two consumed in getting help might mean ruin. So, according to the story, he pushed his arm into the hole and stopped the leak. He stayed in that position all night. I do not recollect what happened to him. He may have died for his country, or possibly he was rescued. At any rate, he stopped the leak.

The American Republic has been, and still is, a very fertile land. The prevailing winds, on the seas surrounding our Republic, have been almost consistently off-shore when they were violent; and, for the past century, the seas around us have been remarkably calm. For that reason, the immigration

dikes which we have erected, have been of fining, coincident, cheaply built, and carelessly maintained. Conditions have changed in the past two decades, and carelessly maintained. Trickles of these Communist waves have already seeped in, of course, in one way or another; but recently they have already seeped in, of course, in one way or another; but recently they have been held back, largely through the efforts of the late Senator Patrick McCarran—and may God rest that great soul—along with that stout-hearted Congressman from Pennsylvania, the Honorable Francis E. Walter. Together they helped rebuild the flimsy dikes of yester-year by redrafting and clarifying our long established immigration laws to meet the Red flood.

Today, the Reds, the do-gooders, the thin blooded sons of the wealthy, the industrialists who have contracts with our socialist-military government, and timid politicians dependent on building up minority support, are all marshalled to tear down the dikes and to let the trickle grow into a flood and inundate our great country.

This pamphlet is published and written by THE ALLIANCE, INC. It is thoroughly documented, to show how the Russian Reds use the American Socialists, do-gooders, and the government dominated industrialists and bankers, to open up the breach in the dike and flood the country. After reading this pamphlet, you will see how long the plot has been going on, and you will learn how vital it is to combat it in every way possible.

The National Executive Committee of the Communist Labor Party advises all its members, whatever nationality, to oppose deportation with all means at their command. No matter how anxious you may be to return to your native land, no matter how hitter your experiences here under this bourgeois "democracy." The Communist Labor Party asks you to remain here as long as possible to help with the propaganda of the principles of Communism.

We are in full agreement with the decision of the deportees on Ellis Island to fight against deportation not as individuals,

but collectively.

We do not oppose deportation on the ground that it is a "violation of the principles of this republic". We do not inveigh against it as being "contrary to American traditions". We do not plead with the master-class of this land for our "rights". We know that for the workers democracy is a delusion in bourgeois America and that the workers have no rights except those which they can enforce,

But we hold it to be the duty of every Communist to help with the struggle as best he may where most needed. In Soviet Russia Communism is now triumphant. The few hundred Comrades that the American Government is now proposing to deport would not be of any great help there. They are not now needed there, but during this present crisis their help is sorely needed here.

It is the duty of every one to get out on bail as quickly as he can, and then to remain as long as he can in the ranks of the Communist Labor Party as an active worker to hasten the tri-

umpn of Communism in the United States.

NATIONAL EXECUTIVE COMMITTED COMMUNIST LABOR PARTY.

The above issued in 1920 demonstrates the policy of keeping active Communist revolutionaries out of Soviet Russia and using them to undermine the Free countries of the world. This particular directive applied specifically to the Red immigrants in the United States.

Conquest via Immigration

Moscow's strategy requires constant movement of its political armies into the United States. Every Soviet leader of any consequence has at some time referred to the U.S. as the "citadel of capitalism" which must be conquered before the whole world can fall under the domination of communism. Conquest of America is the ultimate goal in the Kremlin's plan for total victory over all of humanity.

Lenin, Trotsky, Stalin, Molotov and others realized thirty-eight years ago that without the freedom to move from one country to another under the guise of "political asylum" the Bolshevik Revolution would have been impossible. Without the opportunity of immigration the entire international organization of Communism would have been confined to small local, disorganized movements. Without the fluidity of movement and facility of crossing national borders in which to hide and conspire, the Bolsheviks would have been just another ineffective radical sect—unable to escape detection and control.

The major part of the Bolshevik leadership kept shuttling between London, Paris, Geneva and Berlin. Without the right to move from one country to another, the Bolshevik menace would have been easily nipped in the bud by czarist authorities.

Forged Political Armies

In the wake of the Bolshevik revolution, communist groups were organized throughout the world. They were being forged into revolutionary armies, which had as their aim the conquest of power in whatever nation they were situated. These political armies were labeled as "Communist parties" to give them a designation which entitled them to pose as just another political party.

Lenin, as Red dictator, openly admitted that communist parties are political armies of conquest when he wrote of the duties of Communist Members stating that they "are bound to observe all the 'laws and customs' of the 'active army' which they joined and which they have no right to quit in wartime without leave by the authorities." (1) By "war-time" Lenin meant the subversive processes leading to the overthrow of society.

Reds Require Free Immigration

With these political armies all over the world, however, the Kremlin leaders had a number of perplexing problems. Oft times there would be a critical situation in one part of the world which could lead to the capture of power by Communists. But often it was found that there would not be sufficient numbers of skilled revolutionists there to bring about an overthrow. Consequently, means had to be found to move in additional forces from the outside.

The biggest obstacles to moving new Red forces into an area were immigration barriers to outsiders. The Red leadership in Moscow needed freedom to move forces of trained subversives from one area to another without un-

Plot World Infiltration

The decision to establish a world-wide organization to promote and laterature the Communist emigration and anti-deportation program in the non-tate the Communist world was made by the Communist International in 1922. This Communist Congress sitting in Moscow unanimously passed an order—"setting up the International Red Aid." This organization in reporting to the Kremlin through the pages of Inprecorr (The official organ of the Communist International printed in all the major languages in the world) announced as follows:—

"NUMERICAL STRENGTH OF THE INTERNATIONAL RED AID On 1st January, 1932, there were 67 National Sections affiliated to the I.R.A. (without the Soviet Union), with 12,313 groups or committees with 39,549 functionaries—1,278,274 individual members (total membership 3,297.514.)

Of these organizations 26 are legal, 6 semi-legal, 35 illegal. The Soviet Union counted on the same date 82,586 groups or committees with

8,232,661 individual members.

The total number of individual members registered in all 68 sections on 1st January, 1932 was 11.530.175." (2)

The extreme importance which the Kremlin attached to this phase of their activities was reflected by the assignment of millions of their followers into this organization. The emigration program and instructions issued by this huge Red organization was as follows:

The XIII Plenum of the Executive Committee of the Communist International

"And now to the final question, that of emigration. In the present situation this question is of very great importance. The emigration from a number of countries is taking on a mass character. We must pay particular attention to these emigrant cadres in order to prevent their being isolated from the Party and to prevent their demoralisation in the difficult conditions of life in the emigration, and, further, to keep open the possibility of using them for revolutionary work.

It is necessary that each Party which is faced with a mass emigration, both in the Soviet Union and in the capitalist countries, should form a special organisation for maintaining a permanent and living connection with the emigrants. It is also necessary that the Parties in those capitalist countries to which emigrants go in any large numbers should pay careful attention to them, should draw them into the Party work in the country to which they have emigrated, and should at the same time assist them to maintain connections with the Party in the country from which they have emigrated. To this end the closest connections must be established between the Parties concerned."

inis orticial Kremiin pronouncement demonstrates how Communist emigrants should be deployed and shifted on a world-wide scale. Moscow picks the point of pressure and the Red emigrants are directed to be responsive to international Communist control.

Amnesty of Political Prisoners, organized in 1917, and which had among its leaders Isaac A. Hourwich, one of the first Soviet agents in this country.

A tew years later, Charles 22. Intuitioning, head of the workers (Comnunist) Party, reported at the Communist Convention in January, 1924, that;—

"At the end of 1923 when the Third National Convention was held, the Party had seemingly cast off its sectarian past.... It had learned to make itself part of the immediate struggles of the workers, as in the case of the Councils for Protection of the Foreign Born." (1)

In a report to Moscow in 1928, a Red agent from America reported to Moscow that "In the United States the protest campaign of the International Labor Defense' (American Red Aid) caused the proposed laws against the

emigrant workers to be dropped." (2)

By emigrant workers the Communists always mean communist emigrants. Thus, even in the period of a weak Communist movement an organized pressure campaign on Red immigration reached into Congress to block American security legislation.

Spawned Red Fronts

Organically, the I.L.D. was the communist mother organization which spawned various committees like the National Council for the Protection of the Foreign Born boasting that:—

"The ILD has not only encouraged but actually done everything in its power to aid in the formation of such groups, throwing the full weight of its long years of experience behind every new effort in this

direction." (3)

During 1932, the Councils for the Protection of the Foreign Born were banded together upon instruction from the Kremlin to form the America-Committee for the Protection of the Foreign Born. The leadership of this organization during those years was studded with such members of the Communist Central Committee as: Ella Reeve Bloor, J. L. Engdahl, and the present chairman of the Communist Party, William Z. Foster.

With public exposure of the ILD as a clear-cut communist organization, the Reds shifted into the American Committee for the Protection of the Foreign Born (4) as the chief Communist agency directing the campaigns to destroy immigration security laws and to hinder the deportation of Reds. This organization boasted openly of its success in defeating security legislation on immigration matters by stating thus:—

"During February, 1946, we initiated a national campaign for the defeat of the Gossett Bill, H.R. 3663, providing for a 50 per cent cut

I. In THE GUIDE TO SUBVERSIVE ORGANIZATIONS prepared by the Committee on Un-American Activities of the U.S. House of Representatives in 1951 there are the following citations against the AMERICAN COMMITTEE FOR THE PROTECTION OF THE FOREIGN BORN:—

in the immigration quotas. Public opinion was aroused on this issue and the bill was defeated." (1)

The 1946 defeat of the Gossett Bill was timed to coincide with a flood of foreign leftists who sneaked in under the DP Program. Thus, once again, American Reds ran interference for the Kremlin and helped keep the immigration doors open to foreign communist invaders.

Floating Forces

Actually, the Communist fight on immigration is a many-sided one, and involves the organization of their political soldiers on a political warfare basis. The ILD, which eventually merged itself into the Civil Rights Congress (1946), characterized their forces in the following terms:—

"This is our army and as we stated at the outset it functions not only as an independent unit in the battle but through its active participation in scores of committees and organizations functioning around specific cases and issues." (2)

In the course of its world-wide activity, the Kremlin has developed numerous forces of hardened and well trained communists who can be shifted at will. Actually subversive activities result in a large number of Reds being fugitives from the law. These persons are expert agitators for the Kremlin. Every effort is made to save them for further Communist political warfare.

To give such fugitives a new identity for emigration to a different country, the Red apparatus maintain a network of passport factories where experts in printing and forgery manufacture credentials of all kinds. Red fugitives are then provided with almost fool proof identifications making it possible for them to be passed off as refugees. Thus, communists who are wanted for murder, kidnapping, torture or other illegal acts are clothed in a new facade of respectability and prepared for political asylum in countries such as the United States. Others of these floating forces become available either through a Red defeat or setback in some territory, or because of a surplus of revolutionaries where the Communists have seized power in a nation. Actually, all persons operating under Communist discipline are given to understand that their membership places them under international discipline, and, as indicated below, they are required to assume the role of a political refugee and travel to another area upon orders from the top.

"... It is essential that the spontaneous movement of the masses be guided also by an "apparatus" of professional revolutionaries, i.e., of people "who devote themselves entirely to the revolution, who are free from other non-revolutionary duties, who may at any time freely migrate from place to place, change their mode of life and even the names they go by, in a word, of people who have chosen the revolution as their only profession." (3)

on words is designed to appeal to those who have sentimental regard for those suffering religious persecution. In this way, the Red masterminds smooth the way for indoctrinating the public by coupling Red immigration with an emotional appeal to religious sentiment.

Under modern conditions, there is no mass problem of religious refugees, except those behind the Iron Curtain who would like to get out but cannot. The non-existent religious refugee is thus used as a catalyst to sneak in Communist political operatives.

Back Door Invasion

Years ago, the Kremlin made the following boast on the disposition of its forces in key areas of the world where immigration security was weak and lax:—

"Of late emigration has assumed a mass character, not only among active revolutionists, but among the unemployed who are opposed to the system of economic and political terror. The Red Aid commenced long ago to organize these masses in national groups, which have set themselves the task of organizing the emigrants according to their White Terror in those native countries. These national groups have gained a firm foothold especially in France, Germany, South America and the United States. The development of these national groups and the giving of aid to the victims of White Terror—the political prisoners and their families, and the political emigrants—are among the most urgent tasks of the Red Aid." (1)

Much of the Red plotting against the United States is carried on outside of our formal boundaries. Many of those not acceptable, even under our comparatively lax immigration system, are moved into territories which the Reds consider under the United States sphere of influence. In these areas, such as Latin America, Communist forces operate to strike at us through the back door of our defenses. It is a flanking operation in political warfare.

A classic illustration of this is pointed out by a Spanish Communist who wrote about the refugees that poured into France, after the Soviet forces were defeated by Franco in 1939. He mentioned that 200,000 Red partisans and their family members fled because of complicity in the Red Civil War. The real intent on disposition of these forces was dealt with in Red Aesopean language as follows:—

"Of the 200,000 refugees, we should concentrate at least on the 20,000 who we know face certain death." (2)

This was a Kremlin move to maneuver an entire army of Communist political cadres (3) in order to form a ring of Communist dominated nations in the United States sphere of influence.

aries of the most experienced kind. Even elementary judgment makes it obvious that the entire 200,000 fled because of fear of the same drastic punishment. Actually the 180,000 were the real refugees since they were expendible "dupes" of the Reds. The 20,000 on the other hand were "refugees" on instruction from the Kremlin. They were a political army of invasion into Latin America operating a flanking move against the security system of the United States.

The recent communist Red seizure of power in Guatemala and the various communist manifestations in Latin America are the direct result of the influx of these "Spanish refugees."

We have it on the authority of Joseph Z. Kornfeder, a former Stalin agent, but now a militant anti-communist, who, when he was sent from Moscow to South America in 1930 to build Communist Parties there says: "The communist movement there was insignificant and pitifully weak." However, since the influx of thousands of "Red refugees," after Franco defeated the communists in Spain, there are now strong communist movements throughout South and Central Americas. In countries like Chile, Venezuela and Bolivia they are actually poised to seize power.

A few years ago, during a Pan-American Conference in Bogota, Colombia, communists were strong enough to seize and almost destroy that city in order to demonstrate their power to the assembled diplomats.

This is the concrete result of the same Kremlin plot which proposes to "liberalize" our immigration and deportation laws. A lesson can be learned from the sad experience of our Latin neighbors who were largely pressured into accepting the Red political hordes by influential Americans of the "liberal and pink" complexion.

Aim at Basic Industry

During, and after World War II, swarms of DPs were filtered into this country by the Kremlin under the same process of "asylum for refugees."

The heavy concentration of foreign born populations in the large cities and in heavy basic industries offers the Kremlin an ideal ground to exploit national feelings and prejudices in the United States in order to disrupt our country. The Kremlin is interested in continuing emigration of swarms of revolutionary experts to the United States; particularly, agents who are nationals of those countries which are the birthplace of the bulk of our foreign born.

The cloak of "refugee" should be torn from these Red professional revolutionaries and their real purpose exposed.

Pressure on Lawmakers

The many pronged attacks against congressional attempts to plug immigration leaks in our security setup are Communist inspired moves to reinforce the Communist apparatus in this country.

The crescendo of organized pressure has reached a pitch never before attained by Reds on the question of immigration policy. However, it must be remembered that the formula and organization for such pressure campaigns were developed many years ago. The following quotation published by the American Committee for the Protection of Foreign Born, 1936, illustrates the direction of pressure briefly and to the point:—

The above is an attempt to swing in the older immigrants and their American born offspring into a Red movement by playing up loyalty to some other country. Recently arrived Red agents, planted in this country as refugees, are inflaming foreign-born dissatisfactions."

apparatus in this country to such an extent that it would be largely ineffective. The foreign-born leadership of the American Communist forces has been the hard core element which has furnished the main sinews for Red subversion.

The Kremlin has continually emphasized the importance of carrying out a constant campaign against deportation laws and legislation. Millions of dollars have been spent to furnish a sanctuary in America for thousands of foreign-born Communist functionaries.

A campaign against deportation is an important corollary to the Moscow plan to loosen our immigration restrictions. The Kremlin objective is, first to bring their agents here, and second to keep them from being ejected from the country.

In the above written by a Soviet agent, a mention was made that most of the foreign born were concentrated in our basic industries. This is the real reason for the concern shown by the Reds in respect to the foreign born in the United States. To have control of those who can paralyze basic defense industry is important for the Red plan of conquest.

Communists endeavor to swing in masses of foreign born into their orbit by appealing to the nationalistic emotions regarding the land of their birth. Those of the many millions who stem from the countries now behind the iron curtain are particularly singled out for Communist agitation.

Communists have utilized the recently arrived Red immigrants as the most effective agitators among the foreign born population. All legislation aimed at stopping Red immigration plus the deportation of alien Communists is pictured, through red propaganda, as a plot against all of the foreign born.

allens are required to possess work cards, special permits—and are not allowed freedom of movement. They are under close check of the authorities at all times.

In most instances our foreign born have rejected the Red attempts to regiment them into anti-American movements. However, the Reds have made significant inroads among certain stratas of the alien population.

Old Laws Were Soft

Prior to 1952 the Communist machine had a smoothly working technique in the field of immigration and deportation policies. Even with the cutting down of the quota of immigrants into this country, the communists managed to continue the flow of agents by clothing them as cultural or technical experts and sneaking them in under a preferred category. Scores of organizations were formed by Communists to do this job. (1)

Effective Red techniques were developed to hinder the deportation of communists. A whole organization of lawyers dedicated to defending communist causes (National Lawyers Guild) was created. Specialists in the art of blocking deportation of enemy aliens managed to keep the expulsions of such persons down to an insignificant trickle.

With the dual Red process of increasing the number of trained revolutionaries through immigration on the one hand, and preventing the expulsion of those already here on the other, the Communist policy of building up their forces for the final overthrow of our society continued on unimpeded.

McCarran-Walter Plugged Loopholes

Disclosure due to Congressional and Senatorial investigations alarmed some of our elected representatives to the terrible danger because of our lax immigration and deportation policies. Under the leadership of the Late Senator Patrick McCarran and Congressman Francis E. Walter (both democrats), the codification of immigration, passport, and naturalization laws was completely revised. The Senate and House spent almost five years in research and public hearings before the law was presented for passage. This was the longest period of time ever devoted to the drafting of a law in the history of the United States Congress.

The McCarran-Walter Immigration Act removed many of the injustices and discriminatory features of the old law as applied to bona fide, honest immigrants. At the same time, it was designed to plug up the loopholes which had permitted subversives to make a mockery out of immigration and deportation procedures. It was the first complete overhauling of these laws in more than a hundred years.

Kremlin Arougad

The Kremlin was immediately aroused. Such a law would be a real body blow to Communist plans to gain control of the whole world, since they repeat continuously in their literature that the United States is the "Citadel of the non-Communist world." This law would arrest the process of building up the Communist forces within our shores and would pave the way for the deportation of those already here back to their countries of origin.

in an orchestrated crescendo of vilification and false charges. Every "pink" law somehow was aimed against the rights of everyone. Complete distortions symbolized the name Walter-McCarran as something evil.

Reds Stampede Truman

President Truman was pressured to appoint a special commission to hold hearings presumably to study immigration and naturalization problems. The real intent was to cause the repeal of the McCarran-Walter Act and replace it with something easier on subversives. The composition of this Presidential Commission was made up, in large part, of known followers of the Kremlin line. It indicated that even at that late date President Truman had traitorous advisors buzzing in his ear.

The executive director of this commission was Harry N. Rosenfield who had been investigated by a Senate Committee due to his lax handling in screening of persons while a member of the Displaced Persons Commission in 1949. A sequel to Rosenfield's activities at that time resulted in 1200 displaced persons being arrested for deportation due to fraud, criminal or subversive activities. It was a publicly known fact that this man was a member of the National Lawyers Guild, an organization which was cited by the House Un-American Activities Committee as the "foremost legal bulwark of the Communist Party." Before being appointed to the President's Commission, Rosenfield made a vicious attack against the new immigration law in New York City.

Another member of the President's Commission was Earl G. Harrison, who as a former commissioner of the United States Immigration and Naturalization Service, performed so pleasingly to the Communists in the conduct of his job that the Reds gave him an award under the auspices of the American Committee for Protection of Foreign Born on April 17, 1943. At this Communist function, Vito Marcantonio personally presented the award to Harrison

Another member of the President's Commission was Clarence Pickett who was well known as a member of the Board of Directors of the American Committee for Protection of Foreign Born. In addition to membership on this Communist front, he was a sponsor of the American Russian Institute, cited as Communist by the U.S. Attorney General. When the U.S. Supreme Court upheld the conviction of the eleven Communist traitors, Pickett signed a statement criticizing the Court.

In this 1951 article the Communists openly admitted that their current policy is the same on importing red agents as it was right after the Bolshevik revolution. The author has been convicted for plotting the overthrow of the United States Government.

issued recommendations which were completely favorable to the Communist forces. The red-directed American Committee for Protection of Foreign Born enthusiastically printed the Commission report alongside of its own program to show that they were almost identical in content. According to red pamphlets, the President's Commission on Immigration and Naturalization held public hearings in 11 cities across the Nation during October, 1952. More than 600 statements were presented and the record of the hearing filled more than 2,000 pages. The reds indicate clearly that they packed these hearings with their witnesses. (1)

With the composition of the Commission being made up largely of leftwingers, it is easily understood why the Communists found it so easy to flood the hearings with an avalanche of leftist witnesses and depositions. The President's commission parroted the Communist demands by declaring that;

"The immigration and nationality law embodies policies and principles that are unwise and injurious to the nation." "It contains unnecessary and unreasonable restrictions and penalties against individuals. It is badly drafted, confusing and in some respects unworkable. It should be reconsidered and revised from beginning to end." (2)

Big Names To The Rescue

The Communist counter attack against the McCarran Walter law continued with unabated fury. In most states the state legislatures were bombarded with resolutions demanding that Congress repeal the law. In New York State, Louis DeSalvio a democratic assemblyman, offered a resolution asking Congress to revise the McCarran Walter Act. (3) It was rushed through and passed by a voice vote. Most of the Assemblymen did not know what the law was all about. All they knew was that a clamor against the Act was being raised and it was pictured as something bad.

The Communist Daily Worker had a field day featuring the DeSalvio resolution and exulting in its passage.

For one year after the passage of the new immigration bill futile attempts were made to pressure both Senator McCarran and Congressman Walter into agreeing to amendments which would ease the restrictions against alien reds. The fact that this pressure proved to be of no avail is reflected in the Daily Worker plaint;

"... many liberals who thought the act needed only amendment believed for a long time they could win the desired changes by working with Representative Francis Walter (D-Pa.) and Senator Pat McCarran (D-Nev.) co-authors of the act, as well as with Republican leaders. 'Now . . .' they are convinced they can't get anywhere with these men and are ready to join in the repeal movement." (4)

The next leftist move was to get a well organized pressure campaign to try and railroad through a proposal to repeal the new law. Senator Herbert Lehman and Congressman Emmanuel Celler of New York obliged the left

wing forces by drafting a bill for the complete revision of the McCarran Walter Act.

In glaring headlines the Daily Worker announced that:

"The American Committee for Protection of Foreign Born yesterday hailed the Lehman-Celler omnibus bill as an important step in the fight to repeal the Walter-McCarran police state law when Congress reconvenes in January." (1)

Both Lehman and Celler, consistent with their past activities, were eulogized as the darlings of the Communist press.

The Democratic Party was not the only one to reflect Communist pressure. The Republican Party had its share of exponents of the new left-wing line. This was not confined to such left-wingers as Javits of New York. Even President Eisenhower was influenced by his advisers to issue a statement that he "pledged substantial amendments to the act."

Smuggled Reds-Not Enough

Thus far the Kremlin has not been able to force through a repeal of the McCarran-Walter Immigration Act. The Communist forces and all their liberals and pink hangers-on continue to ceaselessly attack the law. They manipulate every device and legal subterfuge to try either to discredit or circumvent it.

Moscow's world strategy is seriously check-mated without an opportunity to move its political armies into the United States. World conquest is impossible unless America is beaten with the aid of internal enemies. Stopping of red infiltration through immigration, blocks the Communist plan to control the whole earth by toppling this, the main bastion of freedom.

Although hindered in their plans by such laws as the McCarran-Walter Immigration Act, the red leaders still carry on their infiltration process.

America has thousands of miles of open borders. Communist agents find it relatively easy to cross them back and forth. In our entire U.S. Border Patrol there are fewer men than are employed by the General Motors organization as watchmen for their plants and warehouses. While billions are squandered to help build socialist governments abroad, adequate appropriations are lacking to secure our borders against a deadly enemy who is waging war against us. Political warfare was declared against the United States and the rest of the non-communist world in 1917, by the Bolsheviks and it has been waged with increasing tempo to the present day.

From the Kremlin point of view, however, the smuggling of agents across the border is by itself inadequate. Such persons must necessarily operate in secrecy. They are politically handicapped because full efficiency can only be reached if the Communist experts can operate in public. Communist literature continuously stresses the fact that illegal, underground activity is circumscribed and wasteful. They are always devising techniques whereby they can operate in some public form so as to be in contact with large numbers of the public. Those who are smuggled in illegally are limited in their usefulness for revolution.

Non-Enforcement Helps Reds

Over 214,000 refugees are to be admitted into the U.S. between 1953 and 1956. According to American intelligence officers in Germany, 30 per cent of all the Refugees are Communist forces. The German authorities place the number of Red agents at 60,000. (1)

Even with the protective provisions of the McCarran-Walter Immigration Act, the process of screening these people presents a colossal problem. Over half a million people will have to be interviewed in screening the 240,000 refugees. American intelligence officers have complained that they are unable to handle this task efficiently since they are seriously under-manned.

Coupled with this problem, is the development of a new crisis. As is well known, the leftists under the New Deal administration of Franklin D. Roosevelt often employed the subterfuge of getting around the law of the land by failing to enforce it. In this way, the best laws in the world are useless. It was to be expected that the Kremlin would try to influence the use of the same trick in respect to the McCarran-Walter Act. This is especially to be expected since all of the Communist guns of pressure and propaganda have failed to remove this law from the books.

Experts on Kremlin processes have been anticipating this type of maneuver

Beginners Can't Fight Experts

The U.S. Immigration and Naturalization Service some time ago acquired a new commissioner. Almost immediately new orders were issued. Deportation hearings of reds began to decrease. Ex-communists who were on the payroll as experts on the intricate manipulations of the red apparatus were discharged. Some of the immigration inspectors, who over the years had acquired expert knowledge of the Communist operations, were shifted to non-communist assignments.

All these puzzling things have happened along with the curious fact that technically the investigating staff assigned to investigate Reds has been increased in numbers. There is a suspicion being voiced that this is done to counteract any charge that investigations of communists are being soft pedalled. Obviously, large numbers of investigators, ignorant of Communist techniques, are no threat to the Communist machine.

It has been long established in the fight against Communism that one expert on the subject is more effective than a score of beginners. The Communists have gained their greatest victories by concentrating expert revolutionists in the most inflammable spots at the right time. Without anti-communist experts assigned full time in enforcing our immigration and deportation laws, the whole issue will benefit the Kremlin scheme to flood our country with its agents.

Now is the time for redoubled vigilance and more militant action on the part of our citizenry to demand that Red plans to invade our shores as refugees be blocked and that the entire Communist menace be driven from our shores.

What You Can Do!

If confronted by an actual military invasion of our shores the American people would rise as one man to repel the invader. There is no doubt as to unbounded heroism of patriotic Americans in event of such an emergency

However, the stealthy invasion of our Country by a concealed and camouflaged army can be even more deadly than an open military invasion. The Communist political army is not only aiming to conquer us but to keep us in permanent slavery. Experience has shown that the rapacity and cruelty of the Red invader exceeds the barbarity of all previous conquerors.

Unfortunately large number of our people and many of our national leaders are largely apathetic and disinterested in repelling this creeping invasion. To a large extent this is so because the Red enemy is hidden behind civilian dress and a civilian status. The Walter-McCarran hearings tore the mask from this camouflaged Kremlin immigration plot.

Enemies of America are leading a campaign to scuttle the new immigration statutes so as to open the door once again to the Red hordes.

Here are some of the things that aroused Americans can do to stop this betrayal:—

• Individuals and organizations should solicit from Congressmen and Senators open public support of the Walter-McCarran Immigration Act and to get promises of further plugging of loopholes against Red infiltration. Those of the lawmakers who do not support this Law should be forced to stand up and be counted, publicly.
• 2. Letters and telegrams should be sent not only to legislators but also to newspapers, magazines and commentators on radio and TV. Those who oppose our security laws should be exposed for their stand, while those who fight for such laws should receive commendation and support.
• This is not a partisan issue. All non-political avenues such as the pulpit, social clubs, and fraternal organizations should be aroused to back a program for greater internal security.

This is a citizens crusade. The watchful eye of the public can expose laxity in enforcing security measures against the Red enemy. To do this effectively we must be thoroughly acquainted with the facts of the Red conspiracy and have the courage to expose this plot in the face of a barrage of slander, calumny and organized falsehood.
